Second Part
Floods and water-related natural disasters—once limited almost entirely to tropical regions—are now hitting cities traditionally left untouched.
Take, for instance, the devastating inundation of New York City by Hurricane Sandy in 2012, or the recent catastrophic floods in Valencia, Spain, in 2024. In Valencia alone, the storm killed 229 people and left over 120,000 people displaced or homeless, proving that extreme water events have fundamentally shifted our urban realities. "n the city of Rotterdam and the surrounding region, there was also a profound calamity in July 2021
. Extreme rainfall caused heavy flooding, and to give some data on the damages, it cost between 400 and 600 million euros in total economic losses, destroying houses, businesses, and infrastructure.
Even cities linked in our minds to a lack of water have been victims of impressive floods, such as Mecca in 2025
Right in New York, Superstorm Sandy (2012) became the most devastating cyclone to hit the metropolitan area in decades, triggering historic flooding in Manhattan and Brooklyn due to storm surges.![]()

Powers of ten by Charles and Ray Eames a movie for Ibm, 1977. You Tube, Wikipidia
Clearly, humanity has lost all comprehension and sense of the magnitude and scale of the events they have caused and are now facing.
To grasp even a fraction of what is happening—much like in the film Powers of Ten—we must look at ourselves from the outside.
To retrieve our lost reason, we must go search for it on the Moon.
(By the way, this is inspired by a famous passage from the Italian epic poem 'Orlando Furioso' by Ludovico Ariosto.)"
It has been clear since the time of Buckminster Fuller’s 'Spaceship Earth'—a concept that highlighted the fragility of our interconnected ecosystems.
And everyone here will remember the role of the sea and maritime culture in that book, which undoubtedly represented one of the many threads that led to the construction of the Heraclitus in 1974—the research vessel of the Institute of Ecotechnics

Water Infrastructures
I believe that water plays a truly unique role when it shapes a city and creates large-scale, multifunctional infrastructure. These are works of engineering, but at the same time, they are masterpieces of landscape design and leisure culture. Rio de Janeiro is a prime example.

From this idea comes all my thinking about Infrasctructures theuir role and their sence in the city.
if somebody speaks to me about the city I will anwer always Infrusctures first.
Which is a simple and at the same time a strong answer.
Five Principles of Infrustructres
0: Infrastructures in the exihisting city re-direct development towards the rehabilition, reuse and densification of the existing city. In this doing they stop urban sprawl and the using of natural soil

Roosvelt Sponge
ntonino Saggio Workshop NYIT October 2017
Roosevelt sponge is a collaborative project of Nyit students and faculty led by professor Saggio. The scope of the project is to promote a larger vision of the role of the island within the general context of New York city. General urban actions will be interrelated with architecture and landscape projects in the current vacant areas. It will be a worldwide experiment of self sustainable, infrastructure free development.
